This seems to be a recurring theme.  Ryan Culpepper
has created a pure Scheme driver for Postgres.  There
is currently no file release but the code is available
from CVS from you know where:

The documentation is online at the Schematics home
page.

MJ Ray has mentioned an interest in developing a
C-level driver for Postgres.  Perhaps interested
parties could collaborate?
