[plt-scheme] Help Desk w/ no-frames option

I've committed and tagged updates to Help Desk that

 - allow you to choose whether to use frames or not
 - use a separate browser window for the manual download installation
log (no frames are used)

To select no-frames, choose the Configure link below "Help Desk" on the
Help Desk home page.  There's a checkbox that toggles the use of frames.
