[plt-scheme] I want the old help desk back

On help desk and frames, I offer two points:
1. Like web designers, if you want a multiple-platform help desk, you need to 
be aware of what a wide range of browsers will do with your pages/servlets. 
*You*, not the browsers, are responsible for how your pages look in a 
multi-browser, multi-platform world. It seems some browsers choke on frames 
in the help desk.
2. If google doesn't need frames, why does the help desk?
