[plt-scheme] The Junk oops Jolt Awards

This year's Jolt award nominations have opened,
bringing the usual shovel-load of junk to the
attention of the development community (though Ruled
White Index Cards got 4th place in the Design Tools
and Processes category last year).

It doesn't have to be that way!  If we all nominate
PLT Scheme in the Languages and Development
Environments category it might...not place :-(
