[plt-scheme] quack.el - emacs tweaks for mzscheme

"quack.el" is a little Emacs package that will make Emacs work better
for editing MzScheme code.

`quack.el' 0.1 is far from complete, but this early release might be
helpful with its DrScheme-like indentation, better fontification, simple
documentation hotlist, and a couple other things.
