[plt-scheme] VS .NET solution files

I've added solution files for Visual Studio .NET to plt/src/worksp/ in
CVS.

For directories which have a primary target (MrEd, MzScheme, MzCOM,
Mr/Mzstart), there are .sln and .suo files.  All the directories which
have a target have a .vcproj file.

For the time being, the Visual C++ 6 project files will remain in place.
I've just tested all the projects, and they build under both VC6 and
VS.NET.
