[plt-scheme] Quack 0.3 - Emacs support for PLT

New version of Quack:  http://www.neilvandyke.org/quack/

New features include PLT-style syntax coloring (Emacs-style also still
supported), and an optional lightweight way to view PLT manuals within
Emacs (special support for the `emacs-w3m' package).

Note: Quack currently only works with FSF Emacs 21.  If anyone really
wants support for an older FSF version, or for XEmacs, let me know.
