I'm not quite sure what you're suggesting. I had a look with emacs, and I'm pretty sure there are no special characters in there. Perhaps I'm misunderstanding you.

My "~/.racket/planet/300/5.1/INSTALL-LOG" on GNU/Linux contains *zero*
LF or CR
characters, despite reflecting a few PLaneT packages having been
installed.<br>
<br>
First guess: someone is getting the log text line-by-line without
newlines, and forgetting to add the newlines when sending the lines to
the log file.<br>
<br>
If Robby means that his log contains LF and/or CR characters, maybe
he's using a different Racket version, or is on a different host
platform.<br>
