[racket-dev] Small patch for path-element?

Thanks for the pull request!

I'll fill in tests and merge; it looks like it's my fault that no tests
are in place already (and, so, unsurprising that the function is
broken). I'll put the tests in

 pkgs/racket-pkgs/racket-test/tests/racket/path.rktl
