Adding a dependency for "racket-test" on "net-test" and restoring the
dependency on "serialize-cstruct-lib" seems to fix the problems, so
I've pushed that change.

As you may guess, I started splitting "racket-test" with the goal of
cleaning up the tests, but it's going to take a while.
