[racket-dev] [plt] Push #22748: master branch updated

JFYI, I change the license text to LGPLv2.1 (from v2), so it matches
what the web page at http://download.racket-lang.org/license.html
says.  Asking around makes it seem that there shouldn't be a problem,
but if you know about any (problems), then please tell me.
