[racket-dev] define-wish and a call for assistance

I'd prefer Kathy to supply docs asap instead. 

(BTW she had a private email out on this call for help, and I got only a bit further in 15 mins of poking around. So perhaps someone could figure out how to help out with the multiple arity stuff.)
