Just as one data point, I think YC is on the right track here. I know
that I tend to avoid taking dependencies on planet packages due to
the, admittedly relatively minor, annoyance of having to wait through
lengthy recompiles (I think documentation generation is the big factor
most of the time) when I upgrade my PLT installation. This is
exacerbated by the fact that I upgrade my PLT installation pretty
frequently compared to other compilers (~3 months vs. GHC which I
upgrade every ~6 months or a year).

I may have done something wrong at some point to give myself this
impression, so if it doesn't sound right, then do let me know. I also
have some pretty slow computers in the group that I regularly use.

This doesn't address duplication among the PLT-ers, but it does
inhibit the chances of a planet package picking up enough momentum to
become a de facto standard.
