[plt-dev] re-ordering raco setup operations?

Would it be possible for 'raco setup' to make the executables executable before building the documentation? This would allow me to run drracket during the hour while it's building docs. It seems likely to me that there's some reason for not doing this, but I can't think of what it might be.
