[plt-dev] Property "freeze"

From this point on, please avoid setting `plt:responsible' and
`plt:drdr:*' subversion properties on things in the repository --
instead, mail me the change that you want to do.  (You can still
commit the property change, but I'll need to sync it anyway -- so
notify me either way.)

This is not really a freeze, just moving to a different way to specify
these properties, as preparation for the repository move.
