[plt-dev] Scrolling of files with large snips

This is fixable with the current tools. It is, I believe, easy to say
make scroll positions every 15 pixels (or some other fixed number).
Less easy to make them at the height of the font generally in the
buffer, tho. (Matthew: any hints?)
