[plt-dev] 4.2 release should go to plt-scheme for testing first?

Honestly, the reason that your message prompted my response was that I  
just fixed a bug in the stepper that I asked Eli to add to the  
release, and this code clearly wasn't in the code that you tested.

Yes, but I suspect that major version bumps are those that elicit the  
"ooh, maybe I should try upgrading this thing!" response from casual  
users.
