[plt-dev] Scribble "problem"

These should be fixed, now. At least, I think they behave sensibly.

Instead of making the ToC uncollapsed, the sections show up in the "on
this page" ToC. The redundancy there was always bothered me a little,
but it's at least consistent redundancy for now.
