[plt-dev] moving the Chicago mirror

Everything should be updated now, and I did some more changes to the
iplt tree with your email too.  You may want to have a quick grep to
see the leftover uchicago places.

(BTW, I thought that it wasn't there because I'm so used to using the
Indexes option...)
