[racket] Racket v5.92

I use the Racket ppa. Hopefully, the new version will appear there
shortly. To use:

$ sudo add-apt-repository ppa:plt/racket
$ sudo apt-get update
$ sudo apt-get install racket

You have to wait a bit for the maintainer to put together the .deb
file, but I think it's worth it.
