[racket] raco pkg down?

An update: I have now had several private responses from other developers.
Essentially, the person in charge of the server is unreachable right now
due to travel, and currently no one else has access to reboot the server.
So it will probably stay down for a few days.

We are also aware that this kind of downtime is a serious problem, and will
only become worse as the package system becomes a more integral part of
Racket development.  So we will be working on redundancy to make sure the
server doesn't depend on just one person's attention in the future, but we
haven't got that yet.

Thanks for your patience, Cosme and anyone else waiting on the server.
