[racket] Linking to docs for Planet2 packages

Also, the github wiki pages can be placed in the project repo:
http://stackoverflow.com/questions/6941688/how-to-integrate-a-github-wiki-into-the-main-project
but that's still markdown syntax. I'm not sure if it allows for plain html.
