[racket] using a binding for-syntax in a module, and also providing it from that module

This might actually be one of the greatest use cases for submodules, 
since I now have 4 files when I really want only 1.  (I'm trying to 
stick to released versions of Racket right now, since my current project 
is intended for PLaneT.)
