[racket] submitting bug reports

+1.  The Community section does seem like a good place to put a link
to the bug tracker.

I don't think this was intentional.  There was a web redesign that
happened around mid-2008.  In the old web site, the bug tracker could
be found in the "support" section:

Unfortunately, I can't remember the discussion on the web site
redesign from back then.  Someone did say that the bug tracker was
difficult to find after the redesign in July 2008:

So maybe it's worthwhile to revise the Community page with a link to
the bug tracker?
