[racket] help packaging .plt file

Yes, indeed, I want a .plt file that my students will install via DrRacket.

I tried 
raco pack plazy.plt plazy

(where plazy is the directory with all the stuff)

and it is behaving in a similar manner:
- if from file, it asks where to put it
- if from web, I get the same error message

any idea?
