[racket] PLaneT package installs can run out of memory?

I think that 64MB limit is way too small to be doing PLaneT package 
installs.  I've found that it's pretty easy to corrupt the PLaneT cache 
with halfway-installed packages when the memory limit is set to 128MB, 
even though not installing what would seem to be a ``large'' package.

There was a small period with PLT 4.x that I was encountering problems 
frequently enough that I wrote a shell script to blast my ".plt-scheme"
