[plt-scheme] schematics/xmlrpc broken

Matt will have to verify this, but I believe the latest XMLRPC is here in the Untyped repository:

    http://svn.untyped.com/xmlrpc/trunk/src

I'm sure we'll accept patches if this is indeed the latest code.
