[racket] syntax, differently

Matthias,

You're trimming of my "verbose" English has left one procedure with a
contract thats completely wrong, a common remanent I believe of being
too concise!

;; possible-states accumulate all the possible (incorrect) future
;; boat loads, given the current state.

That (incorrect) by itself gives the wrong impression. It computes
/all/ the states, many of which are impossible, but there are possible
states too. And personally, I just HATE the really short definition
names. It's like reading a UNIX man page.
