[plt-scheme] (require xml) and modules

I'm working on a module of XML utilities (maybe including an XPath  
implementation, but it may only be partial at this point) and, as you  
might expect, I need to (require xml). I expect include functions  
that either take x-expressions as arguments or return them, or both.  
So here's my question: Should I include (require xml) within the  
module? I presume people using the module will also need to do this  
within their own code.
