[plt-scheme] oversized panels and scrolling

I have a panel that has so much on it, that it has gotten much larger then
my screen.  I was wondering if there was a way to only draw a portion of the
panel.  I realize that we don't have a "scroll panel", but I was wondering
if we had the components for it that would let me write my own
"scroll-panel" (i.e. add a slider bar to it and stuff)
