Here is one scenario:

The school district held a reverse auction
(http://en.wikipedia.org/wiki/Reverse_auction) with the consulting
companies.
The winning consulting company held a reverse auction to fill the 300
development related roles.
The project went on for five years with all of the peaks and valleys
one would expect to see on this type of project.
Result: a $95 million failure.
