Given the result with HEANet, I suggest you contact the
national mirrors directly.  For Australia, this is Aarnet:

Q.  	How do I get archive X added to mirror ?
A. 	Please email mirror at mirror.aarnet.edu.au with as much
information about the archive and the reason it should be
added as you can. Including a contact email address and URL
for the archive site would be helpful.

For the UK the service is:

http://www.mirror.ac.uk/help/wishlist/

I don't know the other national services, but I'm sure
Google does.
