[plt-scheme] moving to PLT Scheme 207

Well, as long as you know that the plt file are not outdated...  Also,
keep in mind that some .plt files will install in a user-specific
area.  (And sometime in the (near?) future there will be a system to
make things like this easier to maintain.)
