[plt-scheme] Installation problems on Windows 2000

This step should have definitely taken more time.  It is possible to
do this step manually from a DOS window, but it involves typing long
commands -- it might reveal the error.  Tell me if this is possible.

(We have moved to a different type of installer since then.)
