[plt-translators] english-string-constants.rkt update

Hello,

All the changes below are purely cosmetic (long strings being split
into multiple shorter strings) and do not require any extra
traduction, except for the
drracket-creates-executables-only-in-some-languages string which is
new.

    allow multiple string constants to be in a single "line"
    
    also enforce some spacing requirements to avoid the problem
    where you forget to put a space in a message that is broken
    across string constants.
