[plt-translators] Mailing list migration

This mailing list has moved, and is now hosted on our server.  The new
email address is "translators at racket-lang.org", please update your
mailers.  (You don't need to do anything else, you're subscribed to
the new list with the same settings.)  Email to the old address should
be forwarded to the new one.
