[plt-translators] english-string-constants.rkt update

Hello,

This is just a warning to all translators that all the translation
files have been moved from the collects/string-constants directory
into the collects/string-constants/private directory.  If you use git
then please make sure your git repository is up to date before
modifying any of these files...
