[plt-translators] english-string-constants.ss update

Because of this line in the directions:

If you're not sure whether you
   might need the string in the future or not, just comment it out in
   *ALL* the files.

There is a possibility that the commented out strings might be used  
again in the same capacity as they used to be (although on a different  
window), so I left them in the file, but commented out. I guess I  
could have followed the trend of other strings and just left them as  
they were even though they're not used right now, but a lot of the  
languages didn't seem to have translations of them and I wouldn't want  
anyone taking the time to translate them.
