[racket-dev] new release branch builds

There are new release branch builds available:
http://plt.eecs.northwestern.edu/release-snapshots/

Please use these ones for any testing you've not yet done.

The notable changes (for which you may wish to do some extra testing) are:

  - some fixes to tab navigation
  - some database / docs integration fixes
