[racket-dev] Caching rendered icons

What I suggested would lead to having that delay at startup, but other
than that it would work fine.  Meanwhile, requiring cario (etc) for
all builds means that there's a whole market (= servers) that is
getting neglected, and IMO that's a substantial loss.
