I suspect that the Racket-knowledge captcha would be even more 
appropriate for PLaneT package bug reports than for general Racket bug 
reports.

I think that requiring logins will discourage bug reports.  If so, will 
there be significant legitimate PLaneT package bug reports?  Some PLaneT 
package authors (myself included) don't like getting bug reports through 
the PLaneT thing anyway..
