[plt-dev] `rico' and ".rkt"

To determine how well the `racket' and `rico' split works, as well as a
hierarchical `svn'-like command syntax for `rico', I think we'll just
have to try it. If it doesn't work well, we can try something else.


For the name: No one really has to understand the RICO connection. The
name `rico' is short for "Racket COmmand", but we added and "i" so that
it's easy to pronounce. (On the point of Americans vs. non-Americans:
Eli had to explain the joke to me. I was initially in favor of `rco'.)
Meanwhile, suggest other names to replace `rico', and if one becomes
more popular, we can use it.


For the file extension: I was originally in favor of keeping ".ss",
because it avoids work, but I've become in favor of ".rkt"; I don't
want to spend the next decade explaining why the file suffix for Racket
programs is ".ss". If we change the suffix, it sounds like most of us
prefer a short one, and ".rkt" is the obvious choice.
