[plt-dev] Racket

When the world teachpack was phased out in favor of universe, HTDP
students were confused. Changing the name of the whole system will
likely cause as much, if not more, confusion, especially given the
number of paper copies of HTDP out there, all talking about
DrScheme. Students will be looking for DrScheme on their school
computers, and won't know what to do with that DrRacket stuff. Even
worse, their school computers could still be running old versions of
DrScheme, and they would have to (find out they have to, then) use
DrRacket at home.
