[plt-dev] New translation (Russian, Ukrainian)

Hi, All!

We create Russian and Ukrainian localization files for DrScheme. To
use them, simply add to the string-constant.ss:

1. Into (require-for-syntax mzlib / etc:
                      (prefix russian: "russian-string-constants.ss")
                      (prefix ukrainian: "ukrainian-string-constants.ss")

2. Into (define table:
      (russian # rx "^ es_" # rx "^ Russian_")
      (ukrainian # rx "^ es_" # rx "^ Ukrainian_")

3. Into (define available-string-constant-sets:
       (make-sc 'russian russian: string-constants # f)
       (make-sc 'ukrainian ukrainian: string-constants # f)
