[plt-dev] Whither DrRacket Tools

Yes, I thought so. Where would be a place to start? I put my
repl-submit? in place with drracket:modes:add-mode, but that functions
is never called in the tree, so it must happen somewhere else and I'm
at a loss for where to start.
