[plt-dev] Release Announcement for v4.1.5

These are possible release announcement items that I saw in the logs.

  - Ryan: stxclass

  - Jay: web server: digest auth, stuffers
  - Matthias: world, universe
  - new at-exp "language"
  - Literate programming in scribble
  - Mike: deinprogramm
  - scribble/text much improved: deals with indentation

* Possible items
  - Sam: TS news?  (new wrappers, new syntax, etc)
  - Robby: Redex news?
  - Jay: XML/HTML/CGI
  - scribble command line can now render PDFs (via pdflatex)

* Minor additions
  - SRFI re-exports with R6RS-friendly SRFI-97 names
  - add bitwise-bit-field
  - planet verbose?
  - log-viewing support in drscheme
  - Check Syntax: added "Tack arrows crossing selection"

* Many bugfixes (notable: scheme/package, zip bugfix, drscheme
