I always mean 
"file:///C:/Documents%20and%20Settings/Chongkai%20Zhu/Application%20Data/PLT%20Scheme/4.2.0.2/doc/index.html". 
I never use "file:///C:/Program%20Files/PLT-4.2.0.2/doc/index.html". 
Maybe I should update to latest SVN?
